Registering Your CRNM With the Federal Police in Paraná

By Raed · Updated 2026-09-29

Your visa approval is only half the journey. Until you register in person with the Polícia Federal and receive your RNM number, you cannot open a bank account, sign a lease or work legally in Brazil. This guide walks you through every step of that registration in Paraná.

Approval is not registration: why this step matters

When Brazil approves your residency authorization, whether through a work, investor, retirement, digital-nomad or family route, that decision is published in the Diário Oficial da União or issued as an authorization dispatch. Many newcomers assume the hard part is over. In reality, the approval simply gives you the right to register. The document that actually proves your legal status inside Brazil is the Carteira de Registro Nacional Migratório (CRNM), and it is issued only after you appear in person at a Federal Police unit.

The single most important output of that appointment is your RNM number (Registro Nacional Migratório, the successor to the old RNE). This number is your national identifier as a foreign resident. Almost everything that follows in your relocation, your CPF, a Brazilian bank account, a signed rental contract, a work registration or a driver's licence, depends on it. Delaying registration therefore delays your entire settling-in timeline.

There is also a legal deadline. Under Migration Law 13.445/2017 and its regulations, you are generally expected to register within 90 days of entering Brazil on your residency, or within the window stated in your authorization. Missing it can trigger administrative fines, so treating registration as an early priority, not an afterthought, protects both your status and your budget.

Where you register in Paraná

The Polícia Federal handles migration registration at its regional and delegacia units. In Paraná, the three points most relevant to our clients are the Superintendência in Curitiba, the unit in Foz do Iguaçu on the tri-border, and Paranaguá on the coast. Each serves a distinct community: Curitiba for professionals and families relocating to the capital, Foz do Iguaçu for the large cross-border population near Argentina and Paraguay, and Paranaguá for those tied to the port economy.

Appointment availability differs sharply between these units. Foz do Iguaçu, given its border traffic, can have longer queues in peak months, while Curitiba often releases slots more regularly but fills them quickly. You must attend the unit that matches the municipality of your residence, so choosing the correct location from the start avoids a wasted trip and a cancelled appointment.

  • Curitiba: Superintendência Regional da Polícia Federal, serving the metropolitan capital region
  • Foz do Iguaçu: Delegacia da Polícia Federal, serving the tri-border community
  • Paranaguá: Delegacia da Polícia Federal, serving the coastal and port area

Booking the appointment

Registration begins online. You complete the migratory registration form on the Federal Police portal, declaring your personal data, address in Brazil and the legal basis of your residency. The system then generates the fees you must pay, issued as GRU (Guia de Recolhimento da União) slips: one for the registration itself and one for issuance of the physical CRNM card. Payment must clear before your appointment is valid.

With the form submitted and fees paid, you schedule the in-person slot through the same system for your chosen Paraná unit. This is the step where most people lose time, either because slots are scarce or because a single error in the form, a mistyped passport number or an address that does not match your proof of residence, forces you to start again. Our CRNM residence card service handles the form, the GRU payment and the booking on your behalf, so the appointment you attend is one that will actually proceed.

Documents to bring

The Federal Police is strict about documentation, and an incomplete file is the most common reason an appointment is turned away. Requirements vary slightly by the type of residency you hold, but the core set is consistent. Foreign documents generally need to be apostilled and accompanied by a sworn translation (tradução juramentada) into Portuguese to be accepted.

We audit every document against your specific authorization before the appointment, and arrange certified translations and apostille handling where they are missing, so nothing surfaces as a surprise on the day.

  • Valid passport with the entry stamp showing your arrival in Brazil
  • The residency authorization or the Diário Oficial da União publication granting your status
  • Proof of address in Brazil (a utility bill or registered rental contract in your name)
  • Passport-style photograph meeting Federal Police specifications, where required
  • Paid GRU receipts for registration and card issuance
  • Apostilled and sworn-translated civil documents (birth or marriage certificate) where your route requires them

Appointment day: fingerprints and biometrics

On the day, you attend the Federal Police unit in person. There is no way to delegate this appearance, because the appointment exists precisely to capture your biometrics. An officer reviews your file, then records your fingerprints (all ten digits, taken digitally), a photograph and your signature. This is a mandatory, in-person act for every registrant, including each member of a family, children included.

The interaction is conducted in Portuguese, and officers are not obliged to speak other languages. A misunderstanding at the counter, over an address, a name spelling or a missing paper, can end the appointment without registration. For clients who prefer support, a bilingual member of our team accompanies you to the unit, so questions are answered accurately and nothing is lost in translation.

Once biometrics are captured and your file is accepted, your registration is complete and your RNM number is generated on the spot. Keep the protocol document you receive: it is your interim proof of registration while the physical card is produced.

Your RNM number and the physical card

The RNM number is issued at the moment of registration, but the physical CRNM card is printed and delivered afterwards. Production time varies by unit and by period, and in practice ranges from a few weeks to a few months. The reassuring part is that you do not have to wait for the plastic card to start living your life in Brazil: the RNM number, together with your registration protocol, is generally enough to advance your CPF, open a bank account and sign a lease.

That sequencing is why we pair CRNM registration with your CPF for foreigners as early as possible, so your identity, tax number and banking come together as one coordinated flow rather than a series of disconnected trips. When your card is ready, the unit notifies you for collection, and we track production so you are not left guessing.

Realistic timeline

From a clean, well-prepared file, expect the following rhythm. Booking depends on slot availability, which is the least predictable variable and the one we work hardest to compress. The appointment itself is usually completed in a single visit. The card then follows by post or collection.

Because the 90-day registration deadline runs from your entry, the safest approach is to prepare documents before or immediately upon arrival, so the only wait you face is the Federal Police calendar, not your own paperwork.

  • Form, fees and booking: typically a few days once documents are ready, subject to slot availability
  • Appointment and biometrics: completed in one in-person visit
  • RNM number: issued on the day of the appointment
  • Physical CRNM card: usually a few weeks to a few months for production and collection

How Brazil4Connect supports you

We are an administrative and relocation partner based in Paraná, not a law firm. For CRNM registration our role is to prepare your file correctly, manage the online form and GRU fees, secure a workable appointment at the right unit, and stand beside you on the day. Where a matter genuinely requires legal counsel, we work alongside licensed Brazilian attorneys (OAB), and where you cannot attend a step in person, a formal power of attorney to a legal representative (procurador) can be arranged.

We cannot and do not guarantee any immigration outcome; those decisions rest with the Brazilian authorities. What we do is remove the friction, the wasted appointments, the translation gaps and the form errors, so that the registration you are entitled to actually happens on time and without stress.

Frequently asked questions

Do I have to register in person, or can someone do it for me?

The biometric appointment must be attended in person, because the Federal Police captures your fingerprints, photo and signature on the day. Preparation, the form and the fees can be handled on your behalf, but your physical presence at the appointment is mandatory.

How long after arriving in Brazil must I register?

You are generally expected to register within 90 days of entering Brazil on your residency, or within the window stated in your authorization. Missing the deadline can result in administrative fines, so it is best treated as an early priority.

Can I use my RNM number before the physical card arrives?

Yes. The RNM number is generated at your appointment, and together with your registration protocol it is generally enough to advance your CPF, open a bank account and sign a lease while the physical CRNM card is being produced.

What happens if my documents are incomplete on the day?

The Federal Police can refuse to complete a registration if the file is incomplete or a document is missing its apostille or sworn translation, which usually means rebooking. We audit every document against your specific residency before the appointment to avoid this.

Which Paraná unit should I attend?

You register at the unit serving the municipality where you live: Curitiba for the capital region, Foz do Iguaçu for the tri-border area, or Paranaguá for the coast. We confirm the correct unit and book the earliest realistic slot there.
